HHV launched training program on expressway and tunnel operations management

On September 4, 2025, at Deo Ca Tunnel Management & Operations Enterprise, Deo Ca Traffic Infrastructure Investment JSC (HHV) officially opened a training course on expressway – tunnel operation and management for newly recruited personnel. The program aims to thoroughly prepare human resources for taking over and managing major transport projects.

The course gathers 40 participants and takes place from September 4 to 16, 2025, with collaboration between the specialized departments of DEOCA Group, including the Technology and Human Resources departments. The program focuses on providing new staff with essential knowledge and skills, laying a foundation before they directly engage in the operations management of transport projects. It also represents a crucial step in preparing the workforce for future expressway and road tunnel projects that will soon be put into operation.

The curriculum combines theoretical classes and practical on-site training at Deo Ca and Co Ma Tunnel Management & Operations Enterprise, allowing trainees to approach real working environments, technical procedures, and unexpected situations. It is divided into three main sections: corporate culture – work discipline, technical expertise in expressway and tunnel operations, and practical skills – on-site emergency practice.

During the opening ceremony, Mr. Vo Ngoc Trung, HHV’s Deputy General Director, welcomed and congratulated the recruits. “At DEOCA, our leadership has repeatedly affirmed that people and culture are two elements that cannot be borrowed. Recognizing this importance, HHV has provided comprehensive recruitment and systematic training in both culture and expertise”, he emphasized.

Mr. Vo Ngoc Trung also spoke candidly about the demanding nature of work, which requires high concentration, resilience under pressure and composure in emergencies. However, in these very circumstances, responsibility and collective coordination are most clearly demonstrated. As he said, discipline, willingness to learnand solidarity are the three key factors that ensure smooth, safe, and effective operations.

Mr. Vo Ngoc Trung, HHV’s Deputy General Director spoke at the ceremony.

In a world where technology and artificial intelligence (AI) are advancing rapidly, “AI and technology can assist with monitoring and alerts, but humans remain at the center. It is you who must assess situations, make decisions, and bear the ultimate responsibility”, Mr. Trung noted.

Following the ceremony, trainees began their first session on corporate culture, led by Mr. Ho Dac Dang Khoa, Deputy Director of the Human Resources Department. He stressed that culture serves as the foundation which enables staff to quickly adapt and integrate into their working environment. The program is structured to move from corporate culture to legal knowledge before shifting to practical sessions, ensuring trainees gain a well-rounded understanding and apply effectively in their daily work related to operation management.

During the session, the trainees discussed and shared their study plans and development goals for the three months before officially taking up assignments at operational enterprises. This particular cultural training is highly practical and directly linked to real operational management scenarios. “Training in corporate culture first helps employees gain a deep understanding of the Group and realize the significance of their work from the beginning. This is a catalyst, making it easier for them to receive and absorb specialized professional expertise”, Mr. Ho Dac Dang Khoa said.

This training course not only provides knowledge but also affirms HHV and DEOCA Group’s strategic direction of prioritizing human resources and corporate culture as the foundation for sustainable growth. Drawing on experience from operating road tunnels like Deo Ca, Cu Mong, and Hai Van, as well as various expressway projects, HHV is actively expanding and optimizing its operation management model in a modern way that meets current demands. Through this effort, HHV aims to build a young, capable and highly skilled workforce who will become the core team in operations management for the nation’s major transport projects.
