Affirming the bravery of Vietnamese enterprises with large-scale infrastructure projects

(Chinhphu.vn) – Capable and experienced domestic investors can fully invest in large-scale transport infrastructure projects that require high technical requirements. On the government side, it is necessary to have a more favorable mechanism to encourage and create conditions for domestic investors to participate in the development of the transport infrastructure system.

This is the confirmation of Deputy Prime Minister Trinh Dinh Dung at the inauguration ceremony of Hai Van 2 tunnel on the morning of January 11th.

Speaking at the inauguration ceremony, Deputy Prime Minister Trinh Dinh Dung affirmed that the synchronous development of transport infrastructure is both a goal and a major policy of the Party and Government in the period of accelerating industrialization and modernization of the country.

In the past year, following the direction and administration of the Prime Minister, the transport infrastructure system has been focused on investment. Many important traffic works have been built and put into operation. Since then, quickly changing the face of the country’s transport infrastructure system and making a very important contribution to improving transport capacity, reducing logistics costs, improving people’s travel conditions, promoting economic growth and improving national competitiveness.

Finished “conquering” the dangerous passes in the Central region

According to the Deputy Prime Minister, the Hai Van pass route is a very crucial route on National Highway 1, the North-South route, connecting Thua Thien-Hue province with Da Nang city. This is a long, steep, winding pass road, very dangerous for traffic passing here. There have been many accidents here, causing loss of life and property of many people.

Faced with that situation, since 1996, the Hai Van pass route has been studied and upgraded by the Prime Minister. In 2015, Hai Van tunnel was invested, built, put into operation, used and was a project sponsored by Japan. This is the longest traffic tunnel in Southeast Asia and one of the 30 largest road tunnels in the world.

The opening of Hai Van tunnel helped to fundamentally improve traffic conditions on this dangerous road and shortened the North-South journey, reduced fuel consumption, and reduced vehicle damage, especially traffic congestion and traffic accidents, bringing huge benefits in terms of economy, national defense and security.

However, due to the rapid increase in means of transport, the country’s economy was growing very strongly, Hai Van tunnel became overloaded and urgently needed to be expanded. In 2015, the Ministry of Transport researched and approved the addition of Hai Van 2 tunnel project to the BOT project of Deo Ca tunnel, invested by Deo Ca Joint Stock Company.

Accordingly, Deo Ca company expanded the shelter into a traffic tunnel to ensure the scale of 2 tunnels, each one-way running with 2 lanes. The length of the whole route is 12.14 km, of which the Hai Van tunnel is 6.29 km long.

Hai Van 2 tunnel project was started in 2016 and after more than 4 years of construction, the project was completed, put into operation and use. During the implementation process, the safety of the bearing structure must be ensured, and the operation of the Hai Van 1 tunnel must be maintained in absolute safety.

With the completion of road tunnel works such as: Deo Ca, Cu Mong, Hai Van, Deo Ngang, we have conquered the dangerous passes on National Highway 1 in the central region; affirming the bravery and intelligence of the staff, engineers, workers, construction workers in Vietnam’s transport and construction industry.

“This is a large project with complex techniques and technology, implemented by Deo Ca Group as an investor and by domestic contractors, which has confirmed the great progress in investment capacity, as well as on techniques, technology, and construction of road tunnels of Vietnamese enterprises”. Deputy Prime Minister Trinh Dinh Dung noted. Thereby affirming that Vietnam’s construction industry can fully master advanced technology and techniques for the construction sector in general and traffic works in particular.

The completion and putting Hai Van 2 tunnel into operation and use contributed to promoting socio-economic development, ensuring national defense and security of the central economic key region and at the same time preserving ensure a more synchronous connection, promote more development for the surrounding area, especially the Central Highlands region as well as the East-West corridor, connect with neighboring countries in the region and go out into the world.

On behalf of the Prime Minister, Deputy Prime Minister Trinh Dinh Dung praised the efforts and efforts of the Ministry of Transport in directing and managing the implementation of transport works in general, construction built on the Hai Van pass route in particular; praising the local authorities and people where the route passes for their cooperation and support to complete this work.

The Deputy Prime Minister also praised the State Bank of Vietnam, the banks that provided capital to implement the project. In particular, the Deputy Prime Minister acknowledged and highly appreciated Deo Ca Group and its contractors for their dedication, efforts and overcoming difficulties to mobilize investment resources and carry out many important traffic works including the Hai Van 2 tunnel.

The Deputy Prime Minister believed that in the coming time, Deo Ca Group would continue to participate in many important projects and contribute to the synchronous development of Vietnam’s transport system.

Remove difficulties, accompany businesses

Completed at the beginning of the new year 2021, the Deputy Prime Minister emphasized that the Hai Van 2 tunnel is a very precious “gift” to welcome the 13th National Party Congress and welcome the New Year of the Tan Suu.

In order for the works to be exploited and used safely, with quality and efficiency, the Deputy Prime Minister requested the Ministry of Transport to focus on directing and coordinating with localities and Deo Ca Group to organize the management and exploitation of the project, operate the works smoothly and efficiently, ensure traffic safety and environmental sanitation.

The Deputy Prime Minister also suggested the relevant ministries and branches to consider removing difficulties for businesses and people in general, including those involved in traffic infrastructure works and specifically the works of Deo Ca tunnel, Hai Van pass tunnel 2.

“Only then can domestic enterprises be encouraged to participate in the development of infrastructure, especially transport infrastructure” said the Deputy Prime Minister.

Deputy Prime Minister Trinh Dinh Dung expressed his belief that the Ministry of Transport will continue to advise and propose many suitable and attractive mechanisms and policies to encourage Vietnamese contractors, including Deo Ca Group, to actively participate in many large traffic projects, contribute to the synchronous development of Vietnam’s transport infrastructure system.
